Notice of Study Completion - New Water Storage Facility

The Project: The Municipality of South Bruce has completed a Municipal Class Environmental Assessment (MCEA) to evaluate options to address deficiencies with water supply and storage in Teeswater. Following an assessment of alternative solutions, Alternative 1B – construct a standby well at the existing well site and a storage facility at an alternative site was selected as the preferred option. A site at the north end of the Teeswater-Culross Community Centre property (21 Marcy Street East) has been identified as the preferred location for the new elevated tank (see attached map).  

This solution was chosen as it will provide system redundancy, sufficient storage capacity to support the current population and future development and satisfy the Ministry of Environment Conservation and Parks (MECP) Design Guidelines for Drinking Water Systems.

The Environmental Assessment Process: The project was investigated following the MCEA process set out for Schedule ‘B’ activities. The purpose of the MCEA is to evaluate solutions related to infrastructure needs and projects following a logical and defined decision-making process. The process incorporated the evaluation of alternative solutions, potential environmental impacts, consultation, and identified how impacts may be mitigated. 

A digital copy of the Project File Report is available on the Municipalities website (www.southbruce.ca). Through this Notice, the MCEA is being placed on the public record for a 30-day public review period ending: June 16, 2025. Under the Environmental Assessment Act, a request may be made to the MECP for an order requiring a higher level of assessment. Such requests must be based on the potential to prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests must include the requester’s full name and contact information, specify the type of order being requested, explain how it may address potential adverse impacts on Aboriginal and treaty rights, and provide supporting information.
